What's the ETA on 1.4?

1.4 has been in RC mode for quite some time. Is there an ETA on when it will be released?

@jmacglashan The release was expected last week but there were license headers issues. The current RC is pending vote approval, extended to 12pm 20th of Feb, as of now we are only missing one +1 vote from a PMC member. I would expect the release to go out this week if there are no more bumps.
