I have tried to install mxnet-cu92 on my windows server 2016. It installed fine, but when I import it, it says that the library not found:

import mxnet as mx

.py", line 351, in init
self._handle = _dlopen(self._name, mode)
OSError: [WinError 126] The specified module could not be found

But I guess it is a separate issue than yours.
You can try to install mxnet-cu90. I had no issues running it.
